In the dynamic and fast-paced Fictional Joint Crisis Committee (FJCC), two separate blocs work against one another, advancing their own interests as they navigate the crisis. This FJCC delves into the confrontation between the dictatorial governing Capitol and the citizens of Panem as portrayed in Suzanne Collins' Hunger Games series, unfolding after the events of the third Quarter Quell.

The Second Rebellion has arrived in Panem. Following the District 13-initiated spectacle at the conclusion of the 75th Hunger Games, unrest is brewing across the nation's various districts, with tributes from previous Hunger Games at the helm of the rebellion. Against this insurgent force is the Capitol, whose delegates must bring the military and economic affairs of Panem, as well as the wills of the people, back into their control in order to remain in power.
