The International Civil Aviation Organisation (ICAO) is a specialized international body formed by the UN to promote and protect the interests of safety and reliability in civil aviation. Formed in 1947, ICAO adopts and recommends policies to regulate flight inspection, infrastructure, procedures, and environment to regulate civil aviation. There are 5 strategic objectives of ICAO: Safety, air navigation capacity and efficiency, security and facilitation, economic development of air transport, and environmental protection. ICAO has involved itself in numerous summits and conferences including both national and corporate representatives to showcase the innovations in environment and safety the parties bring to the international level.

While the committee does not have the power by itself to close down or restrict airspace, close down airports, ground aircraft, or punish nations for their actions, it can, however, create a coordinated multi-national response to issues present in aviation. ICAO works closely with the United Nations to coordinate responses to pressing issues in civil aviation.
